Fitness is a straight percentage multiplier to outfield stats.
So a 14 rater at 94% fitness starts the match as a (14 x 0.94 =) 13.16 rater
So still better than a 13 rater at 100%
If he was on 90% fitness, he starts the match at (14 x 0.90 =) 12.6 rater, so all things being equal, a 13 rater is a better choice
Same effect for all outfield stats at the same time
I tend to not use players less than 95%, to rest them so they are raring to go next match. If it is an important match (cup semi, etc) I may just use the strongest ratings, and suffer the fitness drop for the next match
